After debugging for some time I observed that due to this error loading default values.
It forces Sandesha2 1.3 to work only in InMemory mode even though it was set to persistence mode in axis2.xml and modules.xml according to Sandesha2 Users Guide.
Observations So Far:
Inside Sandesha2 utils package there is a file called: PropertyManager.java that is responsible for loading policy.
However, after comparing this file with Sandesha2 1.2 it seems that a lot of the code for loading policy has been removed in Sandesha2 1.3.

I have this problem too... the policy is not read because the current release uses the deprecated way of obtaining the policy from the module.
AFAIKS, the trunk has the problem fixed...
Are there any nightly snapshots being produced so I can test?
