BeanUtils.filter() implementation

If one hasn't already been provided, the following is an implementation of
the HTML filtering algorithm for the ISO 8859-1 character set along with
some testing code.
Sorry about the zip, I only have windows at work. Let me know if you want me
to post the straight files instead.
