This release contains HBASE-26691 (Replacing log4j with reload4j for
branch-2.x), which may assist users with security or compliance requirements
for remediating Log4J related concerns.

The release metadata was incorrect and an issue was found and fixed with a
new change (HBASE-26840). Let me roll RC1 to address these issues.
