Removed bcprov from the repository.

In order to be able to compile I had to add the "bcmail-jdk14-129-workaround.jar"
It simply contains a single class from the bcprov that is needed as a compile dependency for bcmail. It does not contain crypto code and allow us to build james without the JCE providers.

The bcprov from http://www.bouncycastle.org/latest_releases.html is still needed at runtime when using SMIME mailets and should be downloaded and placed in the james/lib folder.
