UCS-4

In the  "http://www.w3.org/TR/2006/REC-xml-20060816 XML standard , it says to
use ISO-10646-UCS-4 for 32-bit unicode. However, unless I'm blind
(possible), that string is missing from XMLUni.cpp. Am I missing something?
