   Changes proposed in this pull request:
     - Disable the implementation of Etcd during the build of ShardingSphere Proxy Native. Refer to https://github.com/apache/shardingsphere/issues/21347#issuecomment-1685514896.
     - In #28099, the introduction of `io.grpc:grpc-netty-shaded:1.51.0` lacks the corresponding GraalVM Reachability Metadata, but GraalVM Team does not finish discussing whether GraalVM Reachability Metadata should be collected for shaded packages. As a temporary measure, related submodules are disabled during the build of Native Image. Refer to https://github.com/micronaut-projects/micronaut-gcp/issues/532 .
