Windows file systems do not support to set write permissions on directories.#
The BlobManager tests rely on this and assert that the call {{File.setWritable()}} returns true, which does not work for directories on Windows.

Consequently the BlobManager tests fail on windows.

Would be good to fix these tests such that Flink can be developed on Windows systems.

The problem seems to be caused by the {{File.setExecutable()}}, {{File.setReadable()}}, and {{File.setWritable()}} calls which might return {{false}} on Windows file systems (NTFS, FAT).
