New SVG spec

    Hi,

A new version of the SVG spec has been released so I updated the SVG DOM
java bindings, the local DTD
(resources/org/apache/batik/dom/svg/resources/svg-20001102.dtd) and the
SVGConstants interface.

The documents with the 2000/08/02 DTD are still readable offline but the
new DTD is applied.
According to the appendix M (changes) of the spec the only  modification
to the DTD is something related to the presentation attributes.
 If it is true there will be no trouble.
