Did you try MiniHBaseCluster.killAll() and it didn't do the trick so this is the alternative? Ideally, the code you've written would be in a method on the MiniHBaseCluster instead of us doing it. If this works (and prevents the time spent in closing the regions), let's follow up with an HBase JIRA please.
