Following a pattern established by other projects, I've created the
mailing lists serf-dev@apr.apache.org and serf-cvs@apr.apache.org.  I've
set you, rbb@covalent.net, as the list moderator and owner.  I've also
added everyone from the corresponding allow lists, to save you the hassle
of approving everyone's first commit.
