This task is to remove here() function support from Apache Santuario, and Apache Xalan as an (optional) compile time dependency. See the thread on the mailing list here: [https://lists.apache.org/thread/kfk6fmzw0nohzk4fdplcfb8v91mfwsgr]

The Xalan implementation will be moved into the tests instead. Anyone who needs the here() function support can configure Apache Santuario to use a TransformXPath instance that re-uses this implementation, as can be seen in the pull request associated with this ticket.
