This looks like an issue with ROW_TIMESTAMP in general, but not sure. 
[Here|https://github.com/apache/phoenix/blob/2ed532f7d1e6574af246abe62ff92d0ff7e4f8b1/phoenix-core/src/main/java/org/apache/phoenix/execute/MutationState.java#L820] is where the serverTS is getting set to HConstants.LATEST_TIMESTAMP. Inside MutationState#generateMutations, we [generate the row key|https://github.com/apache/phoenix/blob/2ed532f7d1e6574af246abe62ff92d0ff7e4f8b1/phoenix-core/src/main/java/org/apache/phoenix/execute/MutationState.java#L627] with this serverTS and this is the [timestamp we end up using|https://github.com/apache/phoenix/blob/2ed532f7d1e6574af246abe62ff92d0ff7e4f8b1/phoenix-core/src/main/java/org/apache/phoenix/execute/MutationState.java#L632-L639] when creating the mutations.

Looks like another blocker for 4.15 *sigh*
