Difference between system_limit and max_dbs_open

Hello All,
       Can somebody please explain me about the difference between
"System_limit" , "all_dbs_active" Exceptions and its relation with respect
to 'max_dbs_open' config-property. and the possible reasons to raise these
exceptioins. Thanks in advance for all your suggestions.
