Reproducing the error:
Edit your settings.xml setting localRepository to a root drive path like c:, d:, z: like the following
<localRepository>z:/</localRepository>
then run mvn eclipse:eclipse.
The generated .classpath file will show entries like this:
<classpathentry kind="var" path="M2_REPO/uartz/quartz/1.5.2/quartz-1.5.2.jar"/>
when the expected was
<classpathentry kind="var" path="M2_REPO/quartz/quartz/1.5.2/quartz-1.5.2.jar"/>
