This has been fixed, as part of the larger fix checked in with Bug 14208.

Comments - the submitter is wrong about terminology.  In star team two types 
of labels may be created but they are called "View labels" and "Revision 
labels".  View labels pertain to an entire view, revision labels to selected 
files.  

The fix is implemented from a user perspective by adding a "revision" boolean 
attribute to the task.  If false, the default, a "view label" is created.  If 
true, then a "revision label" will be created.
