Better support for CF read/modify mode

added methods 
getFontFormatting()
getBorderFormatting()
getFontFormatting() 
to HSSFConditionalFormattingRule 
to allow access for modifications of existing worksheets.
Attempted to match flags FontFormatting with the ones created by Excel.
Disabled condense flags Excel does not support them and there is not way 
to verify them.
