### What would you like to be added
The JWT (JSON Web Token) functionality in the `dubbogo/sample` is currently not working as described in the Quickstart guide at [https://dubbo.apache.org/zh-cn/overview/reference/pixiu/user/quickstart/](https://dubbo.apache.org/zh-cn/overview/reference/pixiu/user/quickstart/). This prevents users from successfully starting the services with the provided commands:
* `./start.sh startServer resolve`
* `./start.sh startPixiu resolve`

### Why is this needed
This issue needs to be addressed to ensure that the file structure of the JWT sample is consistent with the `resolve` directory shown in the Quickstart guide. By modifying the structure to match the following, the sample will be fully functional and align with the documentation, providing a correct and reliable user experience.
