CXF currently overwrites the replyTo header of the TerminateSequence message to none for both WSRM 1.0 and 1.1, implying no response is to be returned.

However, RM 1.1 defines the TerminateSequenceResponse message and expects the response message to the TerminateSequence. Therefore, the replyTo header should not be overwritten to none.
