my WS opening in intranet not in internet

1.:WAS5.3, Axis1.2

2.URL:http://iciciws.com:9080/IciciAwplServiceWeb/services/IciciAwplWebService?wsdl

3.ProxyServer.10.16.x.x. port:80

i need to open the URL to the Third party.
how can be  available through internet.
