I created a symbolic link in the WEB-INF/classes directory pointing to com/company_name/devel_dir so that my development changes were immediately visible to Tomcat. The servlets in that directory were never found. Changing devel_dir to an actual directory and copying the servlet .class files to it eliminates the problem.
