I have added some text to CHANGES.TXT under 3.6.  Like before, my patch is against branch_3x.

Yonik, you may be right about lastAccessed.  I was striving for correctness on this first pass, but perhaps it's not worthwhile to care about that too much, just let Java's default functionality figure out which ones to evict.
