Torque without Stratum

Hi,

Eric, as you are trying to run Torque as an Avalon component without
the Stratum jar: I've removed the Stratum dependency in the current
TORQUE_3_1_BRANCH. Could you please build ths jar and try whether it
works with Turbine 2.4?
