+1 from me. I have personally had to rework build scripts in complicated ways to
work around missing basedirs.

I'm not convinced 'failonerror' is the right attribute name - it's not obvious
when looking at a build script what sort of "error" is being referred to in a
fileset, which is after all just a data structure, not a task.
'errorOnMissingDir' is IMO clearer, though it sounds a little awkward.
