Well, if this mail has a "Reply-to: kfogel@collab.net" header, then
everything's fine :-).

I don't see this header on this message from kfogel@collab.net.

I think that you saw it because you received the private copy
(you were in the To field).

That's because he sent it to you AND the mailing list.  The copy that I
got from the mailing list DOES NOT have the header.  :)

I changed the configuration so that the 'reply-to' header isn't munged anymore. The only exception remains issues@ as per Karl's comment, which still points to dev@.

I assume by "SENDER" you just mean that the Reply-to is left however
the sender set it (and if there is no Reply-to, none is added).  That
is the correct setting for every list above, except 'issues', which
can remain 'dev'.  [Although even then, the preferable way to
implement would be for the issue tracker itself to set Reply-to to
'dev', and for the mailing list to leave it alone... However, I'm not
going to quibble :-).]

Thanks, Andreas.  I have login on tigris.org, but looking at those
conf files, I have the strong feeling that I'd be more likely to mess
this up than get it right.

I don't understand this or Andreas' comment to which you are responding.  Messages other than which?  By "munging" are you referring to removal of the "Reply-To" header?  And is the issue that we are talking about ("users" list consistently removing "Reply-To" headers) fundamentally affected by this, or are you just saying that some messages have also been munged for other reasons which might cause confusion when looking for evidence?  I have not heard mention of other munging problems.

If this comment was valid, then what is a "stale mbox file" on this context - an individual subscriber's mail server that is not currently accepting mail from the list server?  And did you mean that "messages ... will contain the list address" in their "Reply-To" header?

Okay, so munging of other messages was due to some necessary
maintainence on tigris.org.
