   It's pretty complicated, I need time to understand this change. One thing I noticed is the default inactivity timeout is fired and it comes to`HttpSM::handle_server_setup_error` on the 9.0.x branch (5ec9efb3). OTOH, I might be missing something, it's not fired on the master branch (bb847ee0). It looks like the recent change fb0bf03bcc57fb4871c9b8f5eff2ecea6d99bafe made the difference.
   ( I set `CONFIG proxy.config.net.default_inactivity_timeout INT 5`, not sure other inactive timeouts will be kicked in. )
