Fix Version: 1.0-M3
Implemented. Every builder has a defaultParentId attribute. A service module can specify "no parent id" by having parentId="". The app client builder has defaultClientParentId and defaultServerParentId.
The defaults are used both for default plans and modules where no parentId is specified.
