It seemed like the new Apache Kylin committers' user ids do not match
to the real name as shown from list of committers page [1] so it shows
as if the ICLA had not been filed.
The names are in the unlisted CLAs [2] so it means they have signed
ICLAs but the svn repo for the list of ICLAs [3] did not have the new
Apache id associated with it.

For example, Luke Han has received his Apache user id "lukehan" but
the entry in the SVN [3] show empty:
notinavail:Luke Han:Luke Han:luke.hq@gmail.com:Signed CLA;luke-han
Here is the full list of new Kylin committers with the same problem:
Luke Han (lukehan)
Jiang Xu (jiangxu)
Yang Li (yilang)
George Song (yisong)
Hongbin Ma (mahongbin)
Xiaodong Duo (xduo)
Ankur Bansal (ankur)
