[FLINK-39693] Align jackson-bom to 2.21.3 (Flink master)

Was 2.18.6; bump to 2.21.3 to match what Flink master pins, so the
connector and Flink stay on the same Jackson minor going forward.
Still clears GHSA-72hv-8253-57qq.
