Traffic Control Google Summer of Code Proposal

Hi,

I am really interested in contributing to Traffic Control this GSoC and
working on replacing ATS cache with Varnish.

I have been learning about Varnish and Traffic Control components for the
past weeks and I have written a draft proposal of how I think a solution to
the project might be.
I would really appreciate your feedback and any suggestions on the proposal.
