[~twalthr] FLINK-9172, its PR, and most discussions were based on the old ExternalCatalog. I just posted a design doc for this effort based on the newly added unified catalog APIs. How about this - once we agree on the design, I'll pin Eron to see if he is interested in rework his PR to adapt, then we can close FLINK-9172.
