Installing "swig3.0" through apt-get on Ubunto 16.04 installed an executable named swig3.0. The swig package then passses cmake package search but is not invoked because the cmake file at python/CMakeLists.txt expects an executable named swig.

If the user installed the package named "swig" through apt-get this error does not occur.
