fdb.jar directory

Hello,

why fdb.jar isn't in the same folder in "flex sdk" ("flex_sdk_4.15/lib/")
and in "Adobe AIR SDK & Compiler" (AIRSDK_Compiler_20/lib/legacy/") ?

Because the latter is based on a new code base and tools like FDB come
from the "legacy" code base.
