Not clear what the purpose is and why should it be in core? CheckpointNotificationListener is an interface which an operator can implement, begin/endWindow are already there.

> As part of the spillable data structure work, we added the WindowListener interface in org.apache.apex.malhar.lib.state.spillable package. But it should really be part of core to represent any component that needs to be notified for beginWindow and endWindow, much like CheckpointNotificationListener.
