Just adding an impl of Cell but it is sort of a delegator. Now in the place where we need to set the KV.setSeqId(), we could create an object of this new Cell Impl passing the seqId that we need to set and return that new Cell.  No change in the method return types (it can still be cell).
This is applicable only on trunk and only after the change in HBASE-11591 goes in. Thoughts?
