DTD Parsing

I am trying to use a URI for a DTD and create a DOM tree of
an xml file that is valid for that DTD. In other words, I
want to parse the DTD to find available tags and then
construct a skeleton xml file that is valid against that
DTD. I am having trouble using Xerces 1.1.1 to do this. Any
help would be much appreciated.

As I recall, there was a thing on IBM's alphaworks that did this.  But, I don't remember
what the name of it was (sorry!).

Xerces was not designed to do this.
