As noted, the issue is a documentation issue. To blacklist persistently, use
the blacklist_auth/blacklist_from features. This is really just adding a
weight to the AWL database that will get progressively re-weighted with new
mails.
Side-note: AWL is not recommend and recommend you look at TxRep (in trunk and
coming with 3.4.1)
