[ANNOUNCE] release of Apache VCL 2.3

VCL Community,

Apache VCL 2.3 is now available for download.  This is our first "official" 
release since we are now a top level project.  Information about the release
can be found here:

https://cwiki.apache.org/confluence/display/VCL/VCL+2.3

Please make sure to download the .bz2 file from a mirror but to download GPG
signatures and sums from the actual ASF site.  The download links on the above
page should point you in the right direction.

Installation and upgrade instructions are included as text files in the
release, and web versions of them are linked to off of the above page.
