tagging docs-related patches

In order to make the slew of auto-generated mail from gerrit more
consumable, I want to propose tagging docs-related patches with
something like
"IMPALA-XXXX: [DOCS] ...."

I don't think this adds any measurable overhead to the
development/docs writing process, but it'll make it easier to
recognize docs-related changes in a list of email subject lines.

Any objections?

I saw some changes being tagged in this way, but Gmail doesn't match
special characters ("["...). How can I match those messages in a filter now?

I think this is a good suggestion. I looked into using the gerrit
"topic" for this, but I don't think it's much better, since patch
authors would still have to remember to set it and we would need to
muck around with gerrit settings to get the topic into the email
subject line.
