This is a spin off of the Locale related issues raised in bug 32064 and combined with concerns raised in 
discussions on commons-dev and log4j-dev mailing lists on December 2004.

It would be beneficial if log4j had mechanisms to:

Configure a Locale to be used for logging distinct from the application default locale
Support localization of logging messages, level keywords etc.
