[DISCUSS] Adding Vortex as an Iceberg file format

Hi All,

Following the latest community sync, we would like to propose adding Vortex
as a file format to Iceberg. Because this also raises the question of what
the bar should be for adding any file format, the draft is split into two
parts: the criteria and how Vortex meets them.

Please let me know if anything in the first part is unclear, ill-defined,
or missing, since the second part builds on it. This draft is meant to be a
living document that lets us explore the proposed criteria and how a file
format might address both technical and social concerns.
