Due to the 1.x compatibility story, we need to downgrade the resources on masters and agents for the rest of 1.x. One option for 2.0 would be for 1.x to be upgradable to 2.0 (i.e., 2.0 would read pre-/post- reservation refinement formats), but for 2.0 to not be downgradable to 1.x, but rather, downgradable to 1.4.x (i.e., 2.0 can checkpoint in post- format only.)

If we restrict the upgrade path to 1.x -> 2.0 -> 2.y, we can also, starting from 2.1 to only read
post- format, as well.
