[build] java.bat on Windows

DRLVM produces java.bat in its deploy directory on Windows.
Do we really need it?

I suggest to remove it since it's completely meaningless and also
prevents user from running java in the following way: <path>\bin\java
<class>.

I've file HARMONY-1034[1] against this issue.
