[ANNOUNCE] Bumping dev version for marketplace installation

Hello everyone,

Small thing to share: As I've been working with marketplaces, one caveat I
have found is that marketplaces will **not** pull new "main" versions until
the version in the manifest changes. This is good because we should only
consciously make "checkpoints" even in main - so that we we do not pull
"WIP" main.

Here, I added a manually triggerable workflow that does this:
https://github.com/apache/magpie/pull/1234 -  so whenever we feel that new
thing in main should be pulled from main, we should run it, and merge
resulting PR
