Plugins in global rules are always executed before plugins at the route level. When the `kafka-logger` plugin is configured with `include_req_body: true`, `req_read_body()` is called in the access phase to read the request body. Once Nginx starts reading the request body, it decides whether to buffer it based on the current buffer configuration. The `proxy-control` plugin has not yet been executed.

You need to provide your plugin and route configuration information to confirm this. If so, avoid using `kafka-logger` in global rules.
