    Description: 
YARN-3926 (ResourceTypes) introduces a new class  ResourceInformation to encapsulate all information about a given resource type (e.g. type, value, unit). We could add the overallocation thresholds to it as well.

Another thing to look at, as suggested by Wangda in YARN-4511 is whether we could just use ResourceThresholds to replace OverallocationInfo.
