Apache 2 - the problem with impossibility of start is observed at more 1500 
(approximately!) virtual hosts. (About 400 domains)
It nothing gives out in logs and drops out with the error "Segmentation fault: 
11 (core dumped)" in the ssh-console...

If delete one user - all OK. If create the new - is not started. Remove two - 
is started, we create one more - all well, create one more - it is not good 
and etc.
The decision of a problem was not found!
Beforehand I thanx!

Can you get a backtrace from the crash?

(set "ulimit -c unlimited" before starting up, then run

# gdb /path/to/httpd core
...
(gdb) bt
