[users@httpd] Debian 3.0 / apache 1.3.27 / make install fails to create configuration files

Hello, I am having an issue with apache-1.3.27 on Debian 3.0.  
Configure script runs fine. Make runs fine.  Make install attempts to 
install the configuration files ie. httpd.conf srm.conf access.conf and 
instead of creating the files some errors are reported:

===> [config: Installing Apache configuration files]
sed: -e expression #22, char 71: Unterminated `s' command
/bin/sh:   -e s: command not found
/bin/sh: ServerName: command not found
/bin/sh: ServerName: command not found

I've been all over google and the list with no luck finding a solution.
