The better error I have is on chrome: 
The webpage at https://builds.apache.org/job/HBase-TRUNK/configure might be temporarily down or it may have moved permanently to a new web address.
Error 330 (net::ERR_CONTENT_DECODING_FAILED): Unknown error.

If I disable the gzip content, I have this:

nkeywal is missing the ExtendedRead permission


Stack (HBase PMC chair) did this:
