create a property that depends on variable substitution, like:
<property>
	<name>mapred.job.tracker</name>
	<value>${local.jobtracker}:8021</value>
</property>
and pig will throw java.net.URISyntaxException. 

Code digging shows that the probable cause is HExecutionEngine.recomputeProperties, which uses Configuration.iterator(). 
Instead we should use Configuration.get(), which calls substituteVars.
