There are currently two submit buttons, one for submitting the changes to
the ticket properties and one to add a comment.
I have no specific objection to the provision of more than one button but
I consider it best to be able to submit a comment with ticket changes

As noted in #347, this has moved the problem from only being able to
submit one or the other of the comment or other ticket updates to being
able to submit all the changes but only when the ticket is in the edit
state.
I don't think that is quite good enough for release but I will take it to
be the solution to this ticket.
